Military salaries before and after salary reform


Currently, the salary of military officers is calculated as follows:

Salary = Basic salary x Salary coefficient.

According to Clause 2, Article 3 of Decree No. 24/2023/ND-CP stipulating the basic salary for cadres, civil servants, public employees and armed forces, the basic salary is stipulated as follows:

“2. From July 1, 2023, the basic salary is 1,800,000 VND/month.”
According to the provisions of Circular No. 41/2023/TT-BQP guiding the implementation of the basic salary level for subjects receiving salaries or military rank allowances from the State Budget in agencies and units under the Ministry of National Defense, depending on each military rank, the salary coefficient of military officers will fluctuate from 4.20 to 10.04.

From July 1, 2024, salary reform will be implemented according to Resolution No. 27-NQ/TW of 2018 of the 12th Central Executive Committee. The new salary policy will be reformed in the direction of abolishing the basic salary level and salary coefficient, and building a basic salary level with a specific amount in the new salary table.

Part 3 Section II of Resolution 27-NQ/TW of 2018 stipulates the reform content as follows:

“3.1. For cadres, civil servants, public employees and armed forces (public sector)
a) Design a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Supplement bonuses (bonus fund is equal to about 10% of the total salary fund of the year, excluding allowances).
b) Develop and promulgate a new salary table system according to job positions, titles and leadership positions to replace the current salary table system; convert old salaries to new salaries, ensuring that they are not lower than current salaries, including:

- Develop 3 salary tables for the armed forces, including: 1 salary table for military officers, officers, and non-commissioned officers of the police (according to positions, titles and military ranks or ranks); 1 salary table for professional soldiers, technical police specialists and 1 salary table for defense workers, police workers (in which the salary correlation of the armed forces compared to administrative civil servants is maintained as at present). …”
Thus, after implementing salary reform according to Resolution No. 27-NQ/TW in 2018 from July 1, 2024, the salary level of the armed forces will be calculated according to the system of 03 new salary tables as above; converting the old salary to the new salary, ensuring that it is not lower than the current salary.
