What documents are required to request funding for occupational safety and hygiene training?

A reader emailed tamnguyenxx@gmail.com and sent an email to YouMe Law Firm asking: What documents are required to request funding for occupational safety and hygiene training and what is the level of funding for the first occupational safety and hygiene training for employees working in occupational safety and hygiene at the company?
Jurist Nguyen Thu Thuy, YouMe Law Firm, replied:
Article 35 of Decree No. 88/2020/ND-CP detailing and guiding the implementation of a number of articles of the Law on Occupational Safety and Hygiene on compulsory occupational accident and disease insurance (hereinafter referred to as Decree No. 88/2020/ND-CP) stipulates the dossier for requesting training funding support as follows:
1. Document requesting training support according to Form No. 11 in the Appendix of this Decree.
2. Copies of records and documents proving the organization of training in accordance with the provisions of law and actual costs related to occupational safety and hygiene training for the subjects requesting support.
Article 34 of Decree No. 88/2020/ND-CP stipulates the level of support for occupational safety and hygiene training costs as follows:
Employers are entitled to receive support funds up to once within 24 months at a rate of 70% of the actual training costs for each eligible subject for training support, but not exceeding the following levels:
1. First-time training support:
a) Not more than VND 150,000/person for subjects being trained as occupational safety and hygiene officers;
b) Not more than VND 300,000/person for subjects being trained as managers in charge of occupational safety and hygiene and medical workers;
c) Not more than VND 600,000/person for subjects doing jobs with strict requirements on occupational safety and hygiene;
d) Not more than VND 700,000/person for the training subject who is a person working in occupational safety and hygiene.
2. Periodic training support shall not exceed 50% of the initial training support level as prescribed in Clause 1 of this Article.
Thus, the application for funding support for occupational safety and hygiene training shall include the documents as prescribed above and the initial training support level for occupational safety and hygiene for people working in occupational safety and hygiene shall not exceed VND 700,000/person.
