Principles for selecting textbooks for use in general education institutions

Article 1 of Circular No. 27/2023/TT-BGDDT regulating the selection of textbooks in general education institutions (expected to take effect from February 12, 2024) stipulates the scope of regulation and subjects of application as follows:
1. This Circular regulates the selection of textbooks in general education institutions, including: organization and operation of the Textbook Selection Council; organization of textbook selection; responsibilities of relevant agencies and organizations.
2. This Circular applies to primary schools, junior high schools, high schools, multi-level general schools, continuing education centers, vocational education - continuing education centers and educational institutions implementing general education programs, continuing education programs at junior high and high school levels (hereinafter referred to as educational institutions), relevant organizations and individuals.

Article 2 of Circular No. 27/2023/TT-BGDDT regulating the selection of textbooks in general education institutions (expected to take effect from February 12, 2024) stipulates the principles for selecting textbooks as follows:

1. Select textbooks from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.
2. Each grade level selects 01 (one) textbook for each subject, educational activity (including selected learning contents and topics, if any) carried out at the educational institution (hereinafter referred to as the subject).
3. The selection of textbooks ensures democracy, objectivity, openness, transparency, and for the benefit of students.
Clause 1, Article 3 of Circular No. 27/2023/TT-BGDDT regulating the selection of textbooks in general education institutions (expected to take effect from February 12, 2024) stipulates the textbook selection council as follows:
1. The textbook selection council of an educational institution (hereinafter referred to as the Council) is established by the Principal of the educational institution or the Director of the continuing education center, the Director of the vocational education - continuing education center, the head of the educational institution implementing the general education program, the continuing education program at the junior high school level and the high school level (hereinafter referred to as the head), to assist the head of the educational institution in organizing the selection of textbooks. Each educational institution establishes 01 (one) Council. For educational institutions with multiple levels, each level establishes 01 (one) Council.
Thus, the principles of textbook selection are implemented according to the regulations cited above. Educational institutions establish textbook selection councils and select textbooks for use according to the regulations cited above.
